Why is property assessed and who assesses it?
Properties are assessed by the Assessor so all property owners will pay their fair share of the revenue needed to finance the schools, municipality and county government. Assessment at fair market value is required by the NJ state Constitution and regular revaluation updates are also required. The reassessment is performed by an outside appraisal firm hired by the Township.
What is estimated market value and what can change my assessed value?
Full and fair value is the price at which the Assessor believes a property would sell at a fair and bona fide private sale for tax purposes only. If you make any changes to your property that would change its market value, your assessed value may also change.
What is the "Notice of Assessment" and what should I do with it?
The Notice of Assessment (on the little green card) is the official notice that is mailed out by the Tax Assessor by February 1st of each year that contains you’re your property’s assessment value. You need do nothing about it unless you disagree with the assessment value.
How can I appeal my assessment?
If you feel that your property is over-assessed, you may file an appeal with the
Mercer County Board of Taxation by calling (609) 989-6704. The annual deadline to file an appeal with the County Board is April 1. Note that appeals are based on the value of your property, not the taxes.

How do I file an Open Public Records request?
Open Public Records (OPRA) requests are filled through the Office of the Municipal Clerk. You may obtain a form in person from the Clerk’s office, online by downloading and filling out the
form and turning it in to the Clerk’s office, or submit your request electronically through our
SDL Portal (a free user account is required).
Where do I apply for a marriage license?
Marriage licenses may be obtained through the Office of Vital Statistics in the Municipal Clerk’s office (upstairs in the Municipal Building at 2 Jake Garzio Drive).
Appointments are available between the hours of 8:30 – 11:00 am and 12:30 – 4:00 pm Monday through Friday. Be sure to allow for sufficient time for processing before the ceremony. Are licenses required for dogs and cats?
All dogs 7 months and older in Ewing Township are required to be licensed and immunized against rabies infection. Cats do not require licensing. Licenses may be renewed each June and are valid for one year. Valid proof of immunization which must not expire before April 1st of the licensing year is required at the time of licensing.

How do I register to vote?
You may register to vote at the Municipal Clerk’s Office Monday – Friday between the hours of 8:30 am and 4 pm. You may also register at any New Jersey Motor Vehicle Commission agency when you apply for or renew a license. Online voter registration is also available. These registrations are sent to the Mercer County Commissioner of Registration. See our

How do I obtain a gun permit?
As of February 18, 2019, firearms applications in the State of NJ can be created and submitted online. The Ewing Police have provided detailed instructions on their
Firearms Information webpage. Once you have completed your online application you must call 609-882-1313 ext. 7523 to make an appointment with the Ewing Police to submit payment for permits and Firearms ID card (if applicable). Applications will not be processed until all applicable fees are paid.
What day is my recycling picked up?
Ewing Township contracts with the
Mercer County Improvement Authority (MCIA) for recycling pickup. It is picked up township-wide on alternate Tuesdays (If collection day falls on a holiday (Christmas, New Year’s Day, Memorial Day, Fourth of July, Labor Day and Thanksgiving) collection will be the following SATURDAY).

My mailbox was damaged when my street was plowed. Who do I talk to about getting a replacement?
The roads in Ewing Township are plowed by three different entities. Ewing roads are plowed by the Ewing Department of Public Works.
County roads are plowed by Mercer County road crews and State highways that run through Ewing (Interstate 295, Pennington Road (Rte. 31) and River Road (Rte. 29)) are plowed by the State of NJ road crews.
Operating snowplow equipment is a visually difficult task. Visibility is reduced by the weather event itself and the need to work through the night depending upon the timing. Staff make every effort to avoid damage to private property that is too close to the street. For problems with snow removal and to report a complaint:

Can I leave my vehicle parked in the street during a snow storm?
Township ordinances require that all vehicles be parked in driveways and off the streets during a snow storm. This allows more efficient snow removal by road crews and allows emergency workers to respond quickly while driving under treacherous conditions. (See Township Code,

Am I responsible for clearing the sidewalk in front of my house or place of business after it snows?
Property owners are responsible for removing snow from their sidewalks within 12 hours of daylight after the snow/ice has fallen. (See
Township Code, §325-1)
What happens to the yard waste and brush I place at the curb?
Ewing Township collects residential vegetative materials to be composted, mulched and recycled into organic materials that will be diverted from landfills and save tax dollars on disposal fees. Recycling vegetative debris is the law and the right thing to do. Please help do your part by preventing any trash from getting mixed into your curbside collection that will contaminate the organic materials in this process. When in doubt, throw it out in your trash can!
What hours can residents pick up bio-degradable yard bags?
Bio-degradable yard bags are available to residents at the Department of Public Works, 136 Scotch Road, M-F 7:00am-3:30pm and on Saturdays 7:30am-2:30pm from March thru October. Please call 609-882- 3382 to check for availability before making the trip
What is the location for Ewing Township Free Yard waste / brush drop off?
100 Beakes Street, Ewing, NJ 08638, M-S: 7:30am - 2:30pm. (Access from Prospect Street to Dover Ave end of street.) Closed 11:30 - 12:30 for lunch.
What are the acceptable and unacceptable Yard Waste items?
Acceptable: Leaves, weeds, garden debris, vines, shrubs and brush trimmings must be less than 6" in diameter. The yard waste truck will collect neatly stacked or bundled brush/branches that are 6" in diameter or less; bundles may be up to 4' in length and must be stacked in orderly manner or bundled with twine or string. Yard Waste must be containerized in a biodegradable bag, can, or other vessel. No brush or yard waste larger than 6” diameter or 4’ in length will be collected curbside. Unacceptable: Loose Yard Waste. NO Grass Clippings. Miscellaneous waste material resulting from landscaping a residential dwelling which is not appropriate for composting, such as dirt, sod, animal droppings, rubbish, hay, straw, corn stalks, branches over 6" in diameter, stumps, root balls, logs, wood and/or wood chips, rocks, landscaping timbers, all food-type items (i.e. apples, pumpkins, garden foods/etc.), and concrete (see suppliers in yellow pages for disposal of concrete).
Can I burn my leaves as an alternative?
Opening burning has been prohibited in Ewing Township since 1998 (see Ordinance 98-13 – “No person shall burn or permit to be burned papers or other matter on any public street or any other open area, public or private, located within the Township.”)
What if I have is a storm within Nov – Dec - Jan and I have large amounts of tree debris?
If a large storm passes through our area and causes significant tree and brush damage, a special collection for storm debris will be announced by the mayor.
My leaves may not drop on the Township schedule. Why can’t I rake my leaves into the street when they drop?
Ewing is required to follow the latest stormwater regulations from the State of New Jersey. We also want to do our part to keep our waters clean. Keeping our storm drains clean will reduce help to reduce pollution. Leaves in the roadway also impede traffic and are especially a hazard during wet weather. We anticipate that the new Zone collection schedule which provides loose leaf pickup every other week in November and December (with five separate collections during that period) should be sufficient to meet everyone’s needs while enabling Ewing to meet new State of New Jersey requirements. Should it be deemed necessary, additional pickups may be held in October and January.
When do my recycling, trash and yard waste need to be out by the road for pickup?
All items must be placed by the road by 6AM on your scheduled day to ensure collection. Items should be placed out no earlier than sundown the night before your scheduled day.
Why does the Township not pick up Grass Clippings?
Stormwater permit regulations identify grass clippings as a large source of pollutants to surface waters. Grass clippings cannot be collected, stored or processed without specific NJDEP approvals. Ewing Township and the NJDEP strongly urges residents to mulch grass back into their lawns, however, grass may be bagged in plastic and landfilled of with your weekly trash collection. Please only use this method as a last resort option, the costs associated with grass disposal are significant and will ultimately be a tax burden passed on to residents.
What is the benefit of recycling yard waste?
Recycling yard waste keeps valuable resources out of landfills and puts them back to work creating healthy soil.
How do I report a missed pick up (the day after trash collection April – October)?
We ask for your patience. Please keep in mind that the schedule is affected by holidays, bad weather, possible equipment breakdowns, and the sheer volume of the debris being collected. As a last resort you may call 609-882-3382.
When is yard waste pickup, and what are the regulations?
The pickup schedule is always weather dependent and is normally the day after your garbage pick-up from March through the end of October. To keep our storm drains clear, ensure better water quality, and to comply with NJDEP environmental protection guidelines, please keep brush and yard waste away 10’ from the storm drains! Yard waste must be in compostable paper bags or containerized. If improvements to the property have been completed prior of October 1 of the tax year, a separate tax bill for added/omitted will be issue in October. The Assessor will notify you of the additional assessed value and what time period it covers.
Are there any programs that are implemented to assist seniors, veterans and/or disabled residents?

What is the interest rate on the delinquent bills?
Interest is 8% per annum on the first $1,500.00 and 18% over $1,500.00 as per
NJSA 54:4-67.
What forms of payment does the Tax Collectors office in Ewing Township accept?
- Taxes can be paid with cash, personal or certified checks, and money orders. Payment can be made at the Tax Office or use the drop box, or mail in the payment. If you are using the drop box, the payment will not be applied until the next business day. Postmarks are not accepted.
- If you use your bank’s online payment feature, please allow 7-10 days for your bank to process and mail the check to our office.
- If you require a receipt, please send the entire bill back with your payment, along with a self-addressed, stamped envelope. Your bill will be receipted and returned to you.
- Credit Card payments (and/or E-check) can be made online using the Township’s website. Click: https://www.municipay.com for more information. A convenience fee will be charged and collected by Municipay, not the Township of Ewing.

Sewer bills are mailed in March with 2 semi- annual sewer amounts. Sewer is due on the first day of April and October.

How is my tax bill calculated, every year
The tax bill is calculated based on the annual tax rate X assessment value. The tax rate is established by the County Board of Taxation in Mercer County. The tax rate may change every year depending on the adopted budget of the Township, School and the County.
When are the new tax bills mailed to the property owner and the due dates?
Tax bills are mailed in July with four quarterly tax amounts. Taxes are due on the first day of February, May, August and November.
Does Ewing Township offer its residents a grace period in order to make payments?
Yes, the Township allows 10 calendar days including the due date. If the tenth day falls on a Township holiday or weekend, the grace period is extended to the next business day.
