Community Centers

Ewing currently has one Community Center, the Hollowbrook Community Center (HCC), located at 320 Hollowbrook Drive.  The former Ewing Senior and Community Center (ESCC) on Lower Ferry Road is closed to the public due to major fire damage during the fall of 2022.  Plans for the rebuild are underway (see ESCC Construction Updates).
During the interim, services have been consolidated at the Hollowbrook Community Center.  During the summer. the ESCC pool and summer camps are managed through a trailer located next door to the pool for the summer.

Community Development Block Grants

Since 1974, the Community Development Block Grant (CDBG) Entitlement Program, as administered by HUD, has allocated annual grants to entitled cities and counties by providing decent housing, a suitable living environment, and opportunities to expand economic opportunities, principally for low- and moderate-income persons.  (see 42 U.S.C. 5301 et seq.)

HUD awards grants to entitlement community grantees to carry out a wide range of community development activities directed toward revitalizing neighborhoods, economic development, and providing improved community facilities and services.

Entitlement communities develop their own programs and funding priorities. However, grantees must give maximum feasible priority to activities which benefit low- and moderate-income persons, or which aid in the elimination and prevention of slums and blight. Under certain circumstances, CDBG funds may be used as needed to address an immediate threat to public health and safety. CDBG activities must adhere to federal eligibility requirements to ensure consistency with the national objectives.

Activities funded through CDBG must focus on the needs of the low-and-moderate income community, meeting the national objectives of:

  • Benefit low- or moderate-income persons.
  • Prevent or eliminate slum/blight.
  • Address an urgent need - this may include public services that do not meet the other two national objectives.

Ewing Township and CDBG

Ewing Township is an entitlement grantee of this program. Each year the Township prepares an Action Plan stating how it proposes to use HUD’s funding with the input from citizens at an open public meeting. The 2024 Community Development Block Grant (CDBG) Meeting was held on April 3, 2024. See Public Notice with Agenda.

In 2024 the proposed activities focused on:

  • Public Facilities - Rehabilitation of the Hollowbrook Community Center located at 320 Hollowbrook Drive, Ewing Township, and reconstruction of the Ewing Senior and Community Center located at 999 Lower Ferry Road, Ewing Township, NJ
  • Fair Housing - Promotion of Fair Housing practices in the Township.
  • Administration - Administration of the CDBG grant.
  • Municipal Housing Liaison: Ted Forst
Reporting

All HUD grantees are now required to submit a Consolidated Plan and one-year Annual Action Plan online, as well as annual Consolidated Annual Performance and Evaluation Reports (CAPER).
